Lifts a member's server deafen. Discord shows the /voicemod group only to members with Mute Members by default. The bot checks Command Access rules, that the Moderation service is enabled ("Sentinel is not enabled for this server."), and that the moderator is an Administrator or holds a moderator role from the Settings page ("No permission."). The usual target rule applies: not the server owner, not a bot, and not a member whose highest role is at or above the moderator's own ("Cannot action that member."). The reason is optional and defaults to "Manual removal".
Discord only changes a server deafen while the member is in voice; otherwise the reply is "@member is not in a voice channel right now. Discord only lets me change that while they are connected." On success the reply is "@member: server deafen lifted.", a pending timed lift for that member is cancelled, and a "Server deafen lifted" card goes to the moderation log channel. No case is opened; this undoes one.
