Adds a private staff note to a member's record. Discord shows the command only to members with Manage Messages by default. The bot checks Command Access rules, that the Moderation service is enabled ("Sentinel is not enabled for this server."), and that the moderator is an Administrator or holds a moderator role from the Settings page ("No permission.").
There is no target check: a note can be added on anyone, including the server owner, other staff and bots. The note is stored as a case of type note, with the note text as its reason, and the reply is "Note added for member#0000. Case #12".
The member is not told, nothing is posted to the moderation log channel, and a note adds nothing to the member's risk score. It shows up in /history, in /case and on the dashboard Cases page like any other case.
